Maddingley Planning Study

Project Overview

The Maddingley Planning Study (Dec 2021) provides the strategic foundation for changes to the Moorabool Planning Scheme that will guide future land use and development within the study area and within separation distances to industrial uses.

The Maddingley Planning Study has been informed by a Background Report (March 2019) and extensive community/stakeholder consultation.

A Summary Brochure provides an overview of the planning study and an Interactive Map enables you to search a property or click on an area of interest, to identify the relevant recommended planning principles and planning provisions.

The need for Maddingley Planning Study was identified in the Bacchus Marsh Urban Growth Framework, due to:

  • The current planning provisions being outdated.
  • The need to review the Special Use Zone Schedule 1 - Coal Mining (SUZ1) provisions.
  • The need to review the spatial extent of SUZ1, as it currently applies to large areas of land surrounding the Maddingley Waste Resource and Recovery Hub.

A Background Report was completed in March 2019, which provides an overview of the planning history within the study area, reviews relevant strategies and policies, and identifies issues and opportunities.  Extensive community/stakeholder consultation was undertaken during November – December 2019, in regard to the Background Report.

You are invited to make a submission regarding the Maddingley Planning Study. In particular, Council seeks your feedback on the recommended planning principles and recommended planning provisions. Submissions will help to inform the preparation of a Maddingley Strategic Directions document, which will include final recommendations for the study area.

Submissions must be made in writing by 1 July 2022, clearly stating which elements of the Maddingley Planning Study are either supported or not supported and the reasons. All submissions must include the submitter’s name and contact details, to enable Council to notify such persons of any Council meetings or further information regarding this project.   • Implementation:

    One or more planning scheme amendments will be required to implement the recommendations of the Maddingley Planning Study.  A significant body of further strategic and technical assessment work may be needed to justify a planning scheme amendment, such as:

    • Industrial and commercial land supply and demand assessments.
    • Strategic assessment of options for the potential application of industrial and commercial zones in Bacchus Marsh.
    • Maddingley Strategic Directions – final recommendations for the study area.
    • A more site-specific biodiversity assessment.
    • Integrated transport management plan.
    • Infrastructure servicing plan.
    • Drainage scheme/strategy.
    • Cultural heritage assessment.
    • Assessment of potential impacts of the Maddingley WRR hub (e.g. landfill gas) on urban use and development.
