As part of the first stage of the project, Council reviewed parking related complaints dating back to 2010. The majority of the complaints were related to the focus areas shown as Precincts 1 - 7 in the interactive map. The majority of these complaints were related to ongoing parking availability or management issues. The future Car Parking Policy will apply all across Moorabool Shire, with area-specific considerations, and will be informed by this consultation.

Council is working to ensure the most efficient and equitable use of all car parking. On-street parking in residential areas is available to any member of the general public, and is not 'owned' by adjacent houses. Despite this Council understands that residents may need on-street parking spaces available, either for family members or visitors.

In areas where issues have been identified Council currently use time restrictions and resident permit parking to ensure that there are on-street spaces available for resident needs. Striking a balance between having underused street parking around activity centres or having no spaces available for residents, is one of the aims of this study. 

There are a number of changes that are proposed:

  • Changes to existing parking restrictions to better reflect the needs of users
  • Long - term infrastructure planning to address future parking needs, which may include planning where to locate new parking, as well as improvements to access and design of existing parking to maximise usage
  • Car Parking Policy to guide management of on street car parking, permits and provision
  • Potential changes to the Moorabool Planning Schemesuch as the amounts of parking required to be provided by new businesses
  • Support for improving active transport usage, to reduce amount of parking required
