BMRRR CAMS Hub Expression of Interest

Project Overview

Applications are now open for organisations interested in using the new Bacchus Marsh Racecourse and Recreation Reserve Community and Multi-Sports (CAMS) Hub. Council is seeking Expressions of Interest from community, sporting and service organisations to help shape how the Hub will be used and activated. Submit your EOI to be considered.

What is the project? 

Moorabool Shire Council is preparing to activate the new BMRRR CAMS Hub, a purpose-built, multi-use community and sporting facility designed to support a wide range of activities, programs and services.  

Why is the project occurring? 

Council is undertaking an Expression of Interest (EOI) process to understand the level and type of demand for the facility and to ensure it is used in a way that maximises community benefit, access and participation. 

When is the project occurring? 

Activation of the Hub will commence at project completion, anticipated during December of 2026.  

What does the Hub include? 

The Hub includes multipurpose spaces, meeting rooms, kitchen facilities, change rooms, accessible amenities and connections to surrounding playing fields.  

Who can apply? 

Community organisations, sporting clubs, schools, service providers and other relevant organisations are encouraged to apply. 

What will the EOI inform? 

The EOI will inform the future use of spaces, shared-use arrangements, operational planning and programming, and assessment of community demand. 

Participation in this Expression of Interest (EOI) process is subject to several important conditions. Applicants must be eligible entities and all proposed uses must be lawful, safe, and compliant with relevant Council policies and requirements. The BMRRR CAMS Hub operates as a shared-use community facility, and exclusive or full-time use of spaces will not be supported. All applications must align with the purpose, capacity and operational model of the facility, including limitations relating to space availability, bookings and storage. Submission of an EOI does not guarantee access, with all applications assessed consistently against set criteria within the advertised timeframes.

    Your responses will help Council understand demand and inform how the facility will be activated, managed and shared to deliver community benefit.
