Project Overview

The 2023 update of the Moorabool Shire Council Plan is now available to view. We update the plan each year during our annual planning process to ensure it delivers on the Community Vision.

Written submissions on the proposed Council Plan are invited until 5.00pm on Thursday 4 May 2023.

On Wednesday 5 April 2023, Council resolved to place the proposed 2023 update of the Moorabool Shire Council Plan on public exhibition inviting public submissions for a period of 28 days.

The Council Plan 2021-2025 (2023 update) is now available for all residents to view. As part of our annual planning process, we check the Council Plan to review the actions planned for the coming year and to ensure the plan will deliver on our 2030 Community Vision.

The Council Plan 2021-2025 was developed in 2021. It was influenced through Council's Community Vision deliberative engagement process with residents. It outlines what we will do to achieving the longer-term Community Vision, through priorities and actions themed around three strategic goals:

Healthy, inclusive, and connected neighbourhoods
Liveable and thriving environments
A Council that listens and adapts to the needs of our evolving communities

We invite you to let us know if the proposed changes to Council Plan 2021–2025 reflect the actions you want to see from Council.

The draft document includes minor changes from the previous version, which include updated dates, statistical information and data sources, and some wording changes or deleted text.

Written submissions on the draft Council Plan 2021-25 (2023 update) are invited until 5.00pm on Thursday 4 May 2023.

How to Make a Submission

Written submissions on the proposed Council Plan 2021-25 (2023 update) are invited until 5.00pm on Thursday 4 May 2023.

Council will consider submissions at a Special Meeting of Council on Wednesday 10 May 2023, in the Council Chamber, 15 Stead Street, Ballan, commencing at 6.00pm.

Copies of the Council Plan 2021-25 (2023 update) can be viewed on Council’s website or in the document library on this page. Physical copies can be mailed out on request.

Any person requesting that they be heard in support of a submission is entitled to appear before the Special Meeting of Council either personally or by a person acting on their behalf. Any person who wishes to be heard in support of a submission should indicate this request in their written submission. A meeting to hear submissions is scheduled to occur on Wednesday 10 May 2023, at the Ballan Council Chambers.

Submissions are not confidential and:

will be incorporated in full (including any personal information) into the agenda and minutes of any Council or committee meeting at which the matter is considered; and
will be provided on Council’s website as part of any relevant Council or committee agenda and minutes.
Whilst it is appropriate for submitters’ names and addresses to be disclosed to enable transparent decision making, if you have concerns about this, Council can provide you with the option of having your submission remain anonymous.

DRAFT Council Plan 2021-2025 (2023 Update)

The plan was developed in 2021 following an extensive community engagement process to develop the Community Vision. This was in line with the deliberative engagement requirements per Council’s Community Engagement Policy and the Local Government Act 2020. It was endorsed by Council in June 2021.

As part of the annual planning process, the Council Plan is checked to ensure it remains relevant and that the annual actions for the forthcoming financial year continue to reflect strategic priorities.

Minor grammar and formatting edits have been identified, together with updates to statistical information, data sources for some performance indicators, and adjustments to a small number of Council Plan actions to reflect the proposed actions for 2023/24. There has been no change to the Community Vision, strategic objectives and priorities as these remain highly relevant and were developed following a deliberative community engagement process with residents.

The proposed changes to the Council Plan are minor, and relate to grammar, statistics, formatting, data sources and small amendments to actions. As there has been no change to the vision, strategic objectives and priorities, it has been determined that this does not trigger the requirement for a review through a deliberative engagement process. Instead, a consultative process has been determined to provide an opportunity for the community to comment on the proposed minor amendments to the Council Plan.

The Council Plan is a strategic document that demonstrates how Council is committing to deliver on the longer-term Community Vision. The actions listed in the Council Plan are high-level strategic actions to ensure we are moving in the right direction to meet that vision. Council delivers a wide range of services, which are aligned to the strategic objectives and priorities of the Council Plan. The Council Plan is complimented by Service Unit action plans that are developed annually by each Council department to guide the delivery of services, as well as action plans related to strategic documents adopted by Council such as the Health and Wellbeing Plan.
