Draft Heritage Strategy 2024-2028

Project Overview

Council has prepared a draft Heritage Strategy.  

The draft Strategy outlines Council’s Heritage Vision Statement and an action plan for managing and celebrating Moorabool Shire’s heritage. The Strategy will be implemented from 2024-2028.   

Council would like to invite you to provide feedback on our draft Heritage Strategy 2024-2028. All feedback will be reviewed and will inform the final strategy which will be presented to Council for endorsement. We encourage you to share your feedback via the Survey found below. The opportunity to provide feedback closes 11:55pm AEST 09 June 2024.

  • Consultation with the community, internal Council Departments, registered Aboriginal Parties and Historical Groups/Societies to inform Strategy development

    October 2022 - March 2023

  • Drafting of the Heritage Strategy and Background Report

    April 2023 – February 2024

  • Community Consultation on the draft Heritage Strategy

    May-June 2024

A Heritage Strategy sets out how Council will meet its heritage obligations as set out in the relevant legislation for managing both European and Aboriginal cultural heritage. A Heritage Strategy will generally include actions that address the identification, protection, management and/or promotion of a municipality’s heritage. 

It supports Council to:  

  • recognise positive heritage outcomes already implemented; 
  • identify and prioritise work to be done in the future; 
  • appropriately manage and monitor the heritage assets of their communities; and 
  • report on and celebrate achievements. 

Council has an existing Heritage Strategy 2016-2020 and commenced preparation of a new Heritage Strategy in 2022.  

Over 2022 and 2023, Council engaged with Registered Aboriginal Parties, local heritage groups and landowners whose properties are covered by the Heritage Overlay (there are195 places in Moorabool Shire listed in the Heritage Overlay), as well as the broader community. Feedback was sought on the existing Heritage Strategy and community and stakeholder views on a range of heritage topics.  

Common themes that emerged from this process and have underpinned the new Heritage Strategy are: 

  • Celebrating and storytelling
  • Knowledge sharing 
  • Protecting important places 
  • First nations people and stories 
  • Heritage-based tourism  
  • Sense of place and identity 

The Background Report summarises the results of previous community and stakeholder engagement, along with a review of the existing Heritage Strategy 2016-2020.  

The Heritage Strategy outlines Council's heritage vision statement, and how it will be achieved.
