Elaine Recreation Reserve Master Plan

Thanks to everyone who shared their feedback, we heard some clear priorities from the community. These included upgrading the sporting facilities (especially the pavilion and oval), improving drainage and water catchment, making car parking and site access easier, and boosting overall amenity with better lighting, seating, shelter and active recreation options.

All 12 submissions were reviewed and helped shape the final master plan. Based on this input, we made several updates, most notably refining the concept plan to ensure the oval upgrade meets Cricket Victoria’s minimum standards, supporting both local use and organised sport.

The master plan will now go to the August 2026 Ordinary Meeting of Council for adoption. Once adopted, the priority projects identified will be considered for inclusion in future Capital Improvement Programs as part of Council’s planning and investment process.
