Project Overview

The Proposed 2024/25 Annual Budget is now available for all residents to review and provide written feedback to Council for consideration in accordance with the Local Government Act 2020.

Written submissions on the proposed Annual Budget are invited until 5.00pm on Thursday 30 May 2024.

Moorabool Shire Council has seen significant growth in recent years and our capital program has been developed to meet community infrastructure needs now and into the future. The proposed Capital Improvement Program for 2024/25 is $46.48 million (includes $24.463 million in works carried forward from 2022/23). Of this total, $22.022 million relates to new works, $17.080 million relates to the renewal of assets, and $2.287 million is for the upgrade of assets. Some of the key projects proposed as part of the 2024/25 Capital Program include:

  • Yendon No. 2 Road, Yendon - Reconstruction ($2.450 million)
  • Reseal Program ($2.165 million)
  • Woolpack Road, Bacchus Marsh - Bridge replacement ($1.500 million)
  • Ballan-Meredith Road, Ballan - Resheet/Reseal ($1.099 million)
  • Bacchus Marsh Bowls Club Pavilion & Bowling Green ($0.730 million)
  • Ballan Library Facility ($0.975 million)
  • Ingliston Road, Ingliston ($0.934 million)
  • Clarendon-Lal Lal Road, Lal Lal ($0.750 million)
  • Doyles Road, Elaine - Gravel road resheet ($0.688 million)
  • Ballan-Meredith Road, Fiskville - Shoulder renewal ($0.580 million)
  • Clarendon Lal Lal Road, Lal Lal - Path renewal ($0.550 million)
  • Lyndhurst Street, Gordon - Gravel road resheet and seal ($0.234 million)
  • Madderns Road, Clarkes Hill - Shoulder renewal ($0.125 million)

For the 2024/25 annual budget, rate increases have been capped at 2.75% in line with the Victorian Government’s Fair Go Rates System.

The Waste Management Service Charge will decrease from $120.00 to $118.00, and the overall Waste Collection Charge will decrease from $258.00 to $256.00. The State Landfill Levy will decrease from $69.00 to $65.00, and the optional Kerbside Green Waste service will decrease from $101.00 to $95.00 for 2024/25.

Making a Submission

Written submissions on the Proposed 2024/25 Annual Budget are invited until 5.00pm on Thursday 30 May 2024.

Council will consider submissions at a Special Meeting of Council on Wednesday 12 June 2024, in the Council Chamber, 15 Stead Street, Ballan, commencing at 6.00pm.

Any person requesting that they be heard in support of a submission is entitled to appear before the Special Meeting of Council either personally or by a person acting on their behalf. Any person who wishes to be heard in support of a submission should indicate this request in their written submission. A meeting to hear submissions is scheduled to occur on Wednesday 12 June 2024, at the Ballan Council Chambers.

Submissions are not confidential and:

  • will be incorporated in full (including any personal information) into the agenda and minutes of any Council or committee meeting at which the matter is considered; and
  • will be provided on Council’s website as part of any relevant Council or committee agenda and minutes.
  • Whilst it is appropriate for submitters’ names and addresses to be disclosed to enable transparent decision making, if you have concerns about this, Council can provide you with the option of having your submission remain anonymous.
