Rate Strategy Review

Project Overview

Moorabool Shire is undertaking a review of its rating structure to ensure that it provides a fair and equitable distribution of general rates and any municipal charges across all ratepayers in the Shire, whilst adhering to the legislative frameworks. Council appointed Mach2 Consulting to provide an independent review of the current rating structure and is now seeking feedback from the Moorabool community about the rating options.

Project Objective

Enable Councillors to understand the framework in which rates are levied and ensure an opportunity is provided to the community to provide feedback on the models explored and seek further ideas for improvement to help guide the rate structure path forward.

Why the project is occurring

Council’s existing Rate Strategy entered into its final year and in accordance with the development of the new Revenue and Rating Plan under the Local Government Act 2020, Council was required to conduct a review of the rate structure for incorporation into the 2022/23 rating year forward.

Project timetable

The review commenced at the start of the current financial year with the first phase seeking a suitably experienced consultant to help lead Council through the review and understand the framework including constraints, opportunities and options.  Community feedback regarding the rate options will be formally heard at the April 2022 Ordinary Meeting of Council with a formal decision regarding the rate structure scheduled to be heard at the May 2022 Ordinary Meeting of Council which will then feed into the Draft 2022/23 budget.
