Moorabool Shire Council has prepared Amendment C115moor to the Moorabool Planning Scheme to implement the Moorabool Shire Retail Strategy 2024 (The Strategy). The Strategy was adopted by Council on 4 September 2024 following community consultation.
The amendment will ensure new residential areas are well serviced by retail centres and support appropriate retail expansion in small towns and villages.
The land affected by the amendment is the entire municipality, but focuses on commercial areas in Major, Neighbourhood and Local Activity Centres. For further details, refer to the explanatory report about the amendment.
The Amendment was on public exhibitionfrom 24 October to 30 November 2025 and 11 submissions were received.
At the Ordinary Meeting of Council on 4 March 2026, it was resolved to request the Minister for Planning appoint an independent Planning Panel to consider the submissions received.
A Planning Panel was held from 10 to 18 June 2026 where submissions to the Amendment C115 Moorabool Retail Strategy were heard.
The report of the independent Planning Panel appointed to consider the amendment and submissions has now been released and can be viewed in the Project Document Libary
Council will consider the findings of the Panel at an upcoming Council meeting. Council’s position on the Panel’s recommendations and next steps for the amendment will be determined through a resolution at the Council meeting. We will write to all submitters once the Council meeting date is confirmed, where submitters will have an opportunity to request to address the meeting.
