Moorabool Shire Council is reviewing its Outdoor Pool Opening Hours Policy to ensure it continues to reflect community needs while balancing operational, financial, safety and legislative requirements.
The review is being undertaken as part of Council’s regular policy review process and in response to feedback received over recent outdoor pool seasons. Council has also undertaken benchmarking against comparable local governments operating outdoor pools. This benchmarking indicates that the current policy remains broadly consistent with similar councils; however, there may be opportunities to improve community understanding, communication and user experience.
At this stage, Council is seeking community feedback to better understand how outdoor pools are used and experienced by different members of the community. This includes seeking feedback on access barriers, communication, safety, and inclusion.
No decisions have been made at this stage. Feedback will be used to build an evidence base to inform future policy options and Council decision-making.
The review applies to Moorabool Shire Council’s outdoor aquatic facilities:
• Bacchus Marsh Outdoor Pool
• Ballan Outdoor Pool
Community feedback will be collected and presented to Council in a future report. This feedback will be considered alongside operational, financial, safety and legislative requirements before Council determines whether any changes to the Outdoor Pool Opening Hours Policy can be considered.

Council invites all residents, pool users, user groups, families and interested community members to provide feedback on the Outdoor Pool Opening Hours Policy Review.
