Community Road Safety Strategy 2025-2029

Project Overview

Council has prepared a Draft Community Road Safety Strategy to guide how we improve road safety across the Shire over the next five years. This draft has been shaped by data analysis, an earlier Have Your Say survey, and community workshops. We are now seeking your feedback on the Draft Strategy to help confirm priorities, identify any gaps, and make final improvements before the Strategy is presented to Council for adoption. This project was open for feedback from February 5 2026 until 5pm AEST 8 March 2026.

Project Update

The community feedback highlighted several consistent themes regarding road safety across the Shire. Many respondents emphasized the need for better pedestrian and active transport infrastructure, including continuous footpaths, safer crossings (particularly near schools, aged care and town centers), and improved cycling connections. Speed management and traffic calming on local streets were also frequently raised, with suggestions such as lower speed limits, road narrowing, and design measures to slow vehicles. Residents expressed concern about visibility and safety issues caused by street parking, congestion and heavy vehicle movements, particularly in Bacchus Marsh. Some submissions supported the evidence-based approach of the draft strategy but recommended clearer actions, measurable performance indicators, and transparency around implementation and resourcing. Overall, feedback reflected a strong community desire for safer, more accessible streets that better support pedestrians, cyclists, and vulnerable road users while managing traffic growth. 

Feedback relating to pedestrian safety, active transport connections, traffic calming, and safety in township areas were considered and have informed the prioritization of actions within the Safe Roads and Safe Speeds focus areas of the Strategy. Requests for clearer implementation, performance monitoring, and collaboration with external agencies were also reflected through strengthened references to partnerships and ongoing evaluation. Some suggestions, such as changes to speed limits on arterial roads or major infrastructure upgrades, fall outside Council’s direct authority or require further technical assessment and external funding, and therefore cannot be committed to within this Strategy at this stage. However, these matters may be explored through future planning, advocacy, and partnership with relevant road authorities.

Moorabool Shire Council plays an important role in providing a safe travel environment for residents and visitors. A key part of this role includes the implementation of activities directed at reducing the likelihood and severity of road accidents and influencing driver behaviour by working in partnership with key road safety bodies and community groups.

The Draft Community Road Safety Strategy 2025–2029 sets out Council’s long-term approach to reducing serious injuries and fatalities on local roads. It has been developed using crash data, population trends, and best-practice road safety principles, along with input from the community and key stakeholders. The Strategy focuses on improving safety for all road users, including drivers, pedestrians, cyclists, and vulnerable users. It identifies key issues, outlines priority actions, and clarifies Council’s role in partnership with State agencies such as the Department of Transport and Planning and Victoria Police.

The community was invited to review the Draft Road Safety Strategy and share feedback through an online survey. The survey provided an opportunity to comment on the clarity of the Strategy, identify any missing issues, and suggest improvements that align with the proposed direction. All submissions were reviewed and considered as part of finalising the Strategy prior to Council consideration.
