Exhibition of Moorabool Planning Scheme Amendment C099moor – Halletts Way and Adelong Way Intersection, Bacchus Marsh

Project Overview

Moorabool Shire Council has prepared Amendment C099moor to the Moorabool Planning Scheme. The amendment has been prepared at the request of Beveridge Williams on behalf of Plenti Property Pty Ltd (the amendment proponent).

The amendment will guide and facilitate the coordinated subdivision and development of approximately 2.7ha of land near the intersection of Halletts Way and Adelong Way and allow for continuity of public open space along the Werribee River corridor open space.

Submissions can be made from 21 March 2025 to 4 May 2025. The project must remain available for public inspection until the planning scheme amendment is approved or lapses.

The amendment is a combined planning permit application and planning scheme amendment under section 96A of the Planning and Environment Act 1987.  

The land includes several parcels which are divided by Halletts Way and Adelong Way and bounded by the Werribee River. 

Amendment C099moor proposes to make the following changes to the Moorabool Planning Scheme: 

  • Rezones land from Farming Zone (FZ) to the Neighbourhood Residential Zone Schedule 9 (NRZ9). 

  • Rezones land adjacent to the Werribee River from FZ to Public Park and Recreation Zone (PPRZ). 

  • Applies the Development Plan Overlay – Schedule 8 (DPO8) to the land to be rezoned to NRZ9 to guide future development. 

  • Removes the Design and Development Overlay – Schedule 2 (DDO2) relating to visual amenity in rural areas from the land to be rezoned to NRZ9.  

  • Amends the map in the Schedule to the Farming Zone to remove the land from the boundary of the area designated as Farming Zone. 

The proposed planning permit application aims to subdivide Lot A on PS821090T into five lots, including two lots along Werribee River that will become public reserves.

Making a Submission

Any person may make a submission to Council about the amendment.  

Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.  

Name and contact details of submitters are required to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.
